The Planning, Programming, Budgeting and Execution (PPBE) analyst provides technical and analytical support to the Joint Staff (JS)/J28 and the Battlespace Awareness Functional Capabilities Board (BA FCB.) The analyst delivers SME level experience in and knowledge of the PPBE and Intelligence PPBE (IPPBE) processes and the BA Joint Capability Areas (JCAs.) The PPBE analyst regularly reviews, analyzes, coordinates, staffs, and makes recommendations to IC, Service, CCMD and CSA programmatic and budget submissions and supports the development, coordination, and staffing of strategic level programmatic guidance. The PPBE analyst supports the development, coordination, and staffing of strategic level programmatic guidance (e.g., Guidance for the Development of the Force (GDF), Joint Programming Guidance (JPG), Quadrennial Defense Report (QDR), Programming and Budget Justifications, Chairman's Programming Recommendation (CPR), Chairman's Programming Assessment (CPA). The analyst conducts support to Battlespace Awareness (BA) Capability Portfolio Management (CPM) by tracking, monitoring, and identifying the programs within the BA Portfolio and provide recommendations to improve the efficiency and effectiveness of BA CPM. The analyst also provides support to the mapping of BA programs to their appropriate BA JCA Tier level.
The PPBE analyst supports the JS/J2 (Intelligence) in meeting Chairman Joint Chief of Staff (CJCS) and JS/ J8 (Requirements) capability gap assessments across all Services and programs. They provide recommendations to the J2 and J8 regarding capability investments across DoD intelligence programs. The position requires periodic review of funding histories and programmatic background to answer CJCS questions and to assure the Joint Staff and Vice Chairman Chief of Staff (VJCS) have a full appreciation of the investments among various programs.
Through review and analysis of programmatic documents and data the PPBE analyst provides assessments of the potential impact of changes to the BA portfolio. The PPBE analyst reviews, analyzes, and assesses standard DoD and Intelligence Community (IC) programmatic documents including: Program Decision Memorandums (PDMs), DNI Decision Directive (DDDs), Program Budgeting Decision (PBDs), Change Proposals (CPs), Program Objective Memorandums (POMs) and programmatic "issue papers " to provide analytic and assessment support in the development and sustainment of the BA capability portfolio. Signing nondisclosure statements are required before gaining access to PPBE data.
The ideal candidate has experience in and knowledge of the following key areas:
Battlespace Awareness (BA)
Two or more BA JCAs with less emphasis placed on production
BA Capability Portfolio elements
Planning, Programming, Budgeting and Execution (PPBE) and Intelligence Planning, Programming, Budgeting and Execution (IPPBE) processes
Reviewing and analyzing Department of Defense (DoD) and Intelligence Community (IC) strategic guidance and programmatic documents
Conducting assessments and making associated recommendations to Senior (GO/FO) Leaders
Bachelors Degree with 10 years of experience. Specialized experience/training in ISR capabilities and PPBE (Planning,Programming, Budgeting and Execution) could substitute for the Educational requirements.
