About the Agency

The selectee for this position will serve as a Management & Program Assistant in the Business Support Department of NAVSUP FLEET LOGISTICS CENTER NORFOLK.

Duties

The successful selectee will perform the following duties:

  • Serves as Command Government Purchase Card (PC) buyer
  • Receives and analyzes all Material Request Information documents for hazardous material and other restricted purchase items
  • Analyzes past history of purchasing to determine fair and reasonable price, quality of vendor products, delivery capability, etc.
  • Reconciles monthly Government Purchase Card statement for payment, verifying each charge or credit is accurate and the material has been received, and works with Comptroller to ensure payment
  • Investigates new vendors for appropriate sources based on strict government regulations
  • Research, analyze, expedite, monitor and authorize proper and legal purchases/supply of hazardous material
  • Uses the Navy Enterprise Resource Planning (N-ERP) system to create, pull and track all types of documents to purchase card program

Qualifications

GS-05:

Your resume must demonstrate at least 1 year equivalent to the GS-04 grade level in the federal service or equivalent experience performing some or all of the following duties: 1) apply frequently used Government Purchase Card (GPC) purchasing regulations and methods to assist with routine purchases for the Command; 2) research vendor sources for price, quality of product, delivery, etc.; 3) use basic arithmetic to reconcile monthly purchase card statements and/or make simple comparisons of price, discounts and/or transportation costs; 4) resolve problems including over-shipments, any credit due, non-shipment of material, etc.; 5) maintain files on all purchase card transactions; 6) use various automated systems in order to create, retrieve and track requisitions documents for processing.

OR:

Have completed a 4-year course of study leading to a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

GS-06:

Your resume must demonstrate at least 1 year equivalent to the GS-05 grade level in the federal service or equivalent experience performing simplified purchasing work which requires a standardized knowledge of a body of federal purchasing regulations, methods, procedures and business practices to make purchases involving commercial requirements of average complexity utilizing the Government Purchase Card (GPC). Examples of specialized experience may include some or all of the following: 1) Process purchase requests to purchase commercial, hazardous and technical material utilizing small purchase procedures; 2) Ensure purchases meet needs of the business line for which goods or services were purchased: 3) Assist in resolving purchasing problems including over-shipments, any credits due, non-shipment of materials, etc.; 4) Utilize an automated procurement system, such as Enterprise Resource Planning system, to locate, create, process, authorize and track purchase requests to acquire a variety of commercial goods and services; 5) Apply basic price evaluations techniques in order to recommend best buy of materials and/or services for customers.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.
