          Job Description Overall responsibility for administration and operation of Repair Planning personnel. Includes personnel actions relating to staffing increases, reductions, training, personnel reviews, and corrective actions. Includes forecast, development, and management of department budgets. Reports to the Director, Repair Production for duties and assignments. Supervises all Repair Planner/Schedulers. Maintains internal contact with Repair Estimating, Repair Contracts, Marketing, ISD, Finance and Repair Production Management. External contacts maintained with Southwest Regional Maintenance Center (SWRMC), U.S. Navy, Dept of Homeland Security Coast Guard (DHSCG), Military Sealift Command (MSC) and civilian ship owners. Select, organize, train and evaluate Repair Planning personnel. Implement department policies and objectives including Repair strategies. Monitor production schedule preparation and execution for all repair contracts. Oversee distribution of man hour budgets for all Repair Availabilities to the Trade Class level. Monitor performance trends, implement changes for improvement. Oversee the maintenance of the CMS/IMS database. Assign hull, work orders for Repair contracts. Manage resolution of internal and external departmental issues, including logistic, personnel, and prioritization conflicts. Provide counsel and guidance in resolution of personnel issues. Maintain required level of departmental technical competency throughout all sections. Prepare, update Repair Production processes relative to the planning and scheduling effort. Manages and/or prepares portions of repair technical proposals in response to solicitations of bids involving overhauls and/or selected restricted availabilities for alteration and repair of U.S. Navy, Commercial ships. Prepares the production strategy, schedule and manloading for repair bid proposals. Supports all aspects of planning for the Repair Departments future business activities. Analyses work capacities and manning projections for future business planning.
          Bachelors'' degree in Project Management or an engineering science, or equivalent of ten (10) years experience as a Repair production manager, team leader, ship/assistant ship manager, or other related mid-level management positions including planning.
          In depth knowledge of: Ship repair, overhaul and modernization processes and procedures. Repair and modernization Work Breakdown Structure (WBS) philosophy. NASSCO-Norfolk-Norfolk facilities capabilities. Business control systems. Mainframe, SAP, Smart Time. Production control systems, project management software, Mac Pac, LMS, MMS. Earned Value Management System (EVMS), Cost, Schedule, and Control System (CSCS). Trade production rate structures and budget management. Material Procurement processes. NASSCO-Norfolk-Norfolk Safety and Environmental policies. Skill and Experience: Development and implementation of strategic Repair objectives. Technical conflict resolution between all Engineering, Production, and support departments. Total Schedule Integration of Material, NASSCO-Norfolk-Norfolk Production, Team Members, Subcontractors and Alteration Installation Team (AIT). Development, application, and analysis of performance measures. Performance trend, budget, and resource capacity analysis including recommendations, and implementation plans. Management and training of staffs comprised of diverse support personnel.

          Work will primarily be performed in an air conditioned office with low noise level. Position requires incumbent to be able to move around the waterfront and climb up and down ship ladders.
