SENIOR PROGRAM FINANCIAL ANALYST

UIC Government Services seeks a Senior Program Financial Analyst (Sr PFA) to provide financial support on a large government contract. The Sr PFA will ensure project financials are properly monitored and managed in pursuit of maximizing project profitability

and cash flow. This position will support all finance related activities and data calls for assigned projects in compliance with internal procedures, DAR/FAR government regulations, and contract-specific financial requirements.

The Senior PFA will be responsible for:

-The timely development and maintenance of Estimates-to-Complete (ETC); trend analysis and validation on incurred project financial data; review and approval of invoices; produce financial related contract deliverables and ad hoc reports; generate purchase

requisitions; review and track expense vouchers; and assist with timesheet quality control.

-Work closely with Program Managers, Contracts, Billing, AP, and FP&A teams on a regular basis to provide excellent financial management support on assigned project(s)

-Complete month end close duties including accrual reporting and AP project cost reconciliation.

-Conduct monthly review and analysis of assigned project(s), including review of revenue recognition, profit variance and drivers, unbilled and cash flow positions.

-Will provide analysis of project performance to budget for monthly corporate reports, within corporate identified due dates.

• -May conduct research and report on special finance inquiries or studies.

• -May have responsibility for submission of contract financial deliverables.

• -Will participate in Business Group and Program meetings.

• -Will assist with developing and inputting data for the annual corporate budget.

Requirements

  • Position requires excellent communication skills to effectively communicate financial information to non-financial managers and to communicate tactfully and effectively with senior management and customers.

  • Critical thinker.

  • Excellent time management and prioritization skills in a fast changing environment.

  • Attention to detail and accuracy in data entry are required.

  • Must have the ability to work independently, be self-motivated, stay on task, and be a strong team player.

  • Experience analyzing trends and communicating financial data and its meaning to higher level staff for decision making.

  • Solid understanding/mastery of concepts, practices, and procedures in dealing with different types of contracts and vehicles (Fixed Price, Costs-type, T&M, ID/IQ, GSA, BPA, BOAs, etc).

  • Understanding of indirect rates – Fringe, OH, MH and G&A.

  • Bachelor’s Degree required and at least five (5) years of professional (3 years related) experience required. Combination of professional experience plus education may be used in lieu of a BA/BS.

Desired Skills

  • Experience with CostPoint, Deltek Cobra, QlikView or similar software for data analytics are preferred.

  • Strong research and analysis skills with large data sets.
