Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Studies and implements federal security regulations that apply to company operations. Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials. Conducts security education classes and security audits. Investigates security violations and prepares reports specifying preventive action to be taken. DESIRED QUALIFICATIONS: BA or equivalent + 6 yrs related experience, or MA + 4 yrs related experience
Candidate must be a United States citizen with Top Secret clearance. Manage all aspects of the National Industrial Security Program (NISP) and other security activities. Liaison with Defense Security Service (DSS) and security elements of other Government agencies and commercial companies.
As FSO/COMSEC Custodian/ISSM candidate must function as part of the corporate security team, but operate independently as field site security manager.
As ISSM, Candidate must have experience with Risk Management Framework (RMF) and the certification/accreditation process generating system security plans following NISPOM and DAAPM policies. Must possess information system security experience, maintaining accreditation of classified information systems. Experience working with the OBMS database for submitting certification/accreditation packages.
As COMSEC Custodian candidate must have taken the NSA COMSEC Training course with experience establishing and maintaining secure communications networks. Experience working with DIAS.
Duties include ensuring compliance in the areas of personnel security/visitor control, physical security, document control, and security education as outlined in NISPOM.
Knowledge of Joint Personnel Adjudication System (JPAS), Industrial Security Facilities Database (ISFD), Electronic Facility Clearance System (e-FCL), OBMS and Security Information Management System (SIMS) database desired.
Requires rapid responses on multiple tasks to identify solutions for emerging requirements, frequently with short turnaround times. Must use sound judgment and good business practices, while maintaining good working relationships with internal and external customers.
Provide briefings and education on the overall security programs and related responsibilities. Provides security guidance regarding controlling, safeguarding, and marking classified materials to ensure compliance with the NISPOM and other government security regulations.
Ensure door and safe combinations are changed in accordance with NISPOM requirements.
Respond and take corrective action on after hour’s security alarms. Must be able to be at CSRA facility within 60 minutes of notification of a security incident involving the facility.
Conducts administrative inquiries of security program non-compliance.
Implement a method of inspections, audits and analysis of security functions to determine performance. Conduct self-inspections and prepare for DoD vulnerability assessments.
Supervise Site Operations personnel and coordinate all aspects of facility operations.
Bachelor's Degree or equivalent experience in DoD and NISPOM regulations along with information systems security experience with Security + certification desirable.
Good typing ability, aptitude for details, strong communication, interpersonal and organizational skills.
