Job Description

As a Licensing Inspector, the purpose of this position is to reduce risks to children, youth, and families served by child-placing agencies, children’s residential facilities, independent foster homes, and child-caring institutions through enforcement of state licensing laws and regulations. This position is responsible for conducting inspection of licensed programs, evaluating applications and other documentation, recommending enforcement action when warranted, investigation complaints upon receipt, providing training, technical assistance, and consultation to licensed providers, documentation, and maintain provider records, written and electronic.

Minimum Qualifications

Comprehensive knowledge of children’s social, physical, emotional, and developmental needs in order to evaluate children’s programs and to provide technical assistance to improve services. Knowledge of state and federal laws related to child welfare programs. Experience in information collection and analysis techniques. Demonstrated skill in working effectively with people to resolve difficult situations. Experience working collaboratively and cooperatively with others. Ability to travel statewide by car, including frequent overnight travel. Must have valid driver’s license.

Preferred Qualifications

Graduation from an accredited college or university with major course work in social work, social sciences or related field with emphasis on the care, treatment and education of children or in field related to regulatory administration is preferred. Master’s Degree highly preferred. Experience as administrator or program director of a child-placing agency, children’s residential facility, or other experience with a human service program with responsibility for children’s services is preferred.

Special Requirements

Employment will be contingent upon successfully passing a criminal history background check.

VDSS Employees whose positions are in Band 5 and above perform in emergency roles if needed during state or federal disaster declarations. This is in accordance with the agency’s emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.
