Position: Travel Orders Technician Location: Hampton Roads, VA A. Harold and Associates, LLC is looking for an experienced Travel Orders Technician with knowledge of various Navy travel policies, federal regulations, and laws in order to function as the central source of expertise for all official travel using the Defense Travel System. The contractor shall be part of a training management team and will meet the following duties, responsibilities and tasks: DUTIES AND RESPONSIBILITIES Access and apply the requirements of the Defense Travel System (DTS), JTR, Federal Government Travel Programs and other applicable programs to provide travel orders execution and management functions necessary to support unit level training. Coordinate with units to process Temporary Assigned Duty orders from issuance through liquidation. Manage and track appropriate travel documents to investigate and resolve a wide range of problems associated with the use of the Government Travel Charge Card (GTCC) during personnel travel. Input a range of standard information or adjustments, understanding recurring error reports and taking corrective action, and generating a variety of reports in the transportation database. Apply, manage, track and report completion of the processes of the Ready Relevent Learning Program Standard Operating Procedures. Verify that the correct lines of accounting are assigned and the budget module contains sufficient funds. Review documents to verify compliance with JTR, DOD Component guidance, and travel and funding requirements. Review pre-audit flags to verify traveler justifications are appropriate and verify all requests for other than economy/coach class travel are approved in accordance with JTR. Verify that all required substantiating documentation is electronically attached to the document as required. Work as a team member and attend working group meetings, training sessions and conferences as required. Ensure work performance meets expected deadlines and milestones. Other duties and responsibilities may be assigned, as required and directed by the On-Site Manager and/or Program Manager. MINIMUM QUALIFICATIONS Education: A High School Diploma or GED is required. An Associate or Bachelor’s Science/Arts degree in a related field such as administration or management from an accredited college or university is preferred. Education documentation will be required. Training and Experience: Must have a minimum of three years of documented and verifiable experience in the field of office administration and travel orders management, instruction compliance and requirements. Must be knowledgeable and be familiar with Navy travel policies, including Joint Travel Regulations (JTR), Defense Travel System (DTS) and Financial Management Regulations (FMR), Federal Government Travel Programs and other applicable programs. Must have an understanding and working knowledge of current Navy operating forces including Type Commander, Fleet Commander, and Carrier Strike Group operational organizations, and unit/personnel travel order management and requirements. Must have a knowledge and working understanding of the Government Travel Charge Card (GTCC) and the appropriate travel documents to investigate and resolve a wide range of problems. Prior military administrative experience, specifically with the US Navy, is preferred. General Skills: Possess excellent interpersonal and communication skills, detail oriented, flexible in work assignments, and work with little to no supervision. Superior time management, organizational and personnel management skills. Ensure work performance meets deadlines and milestones. Must have knowledge of standard office equipment such as copiers, fax machines, etc. to perform non-routine clerical and administrative functions, and knowledge of the operation of personal computers and related software such as Microsoft Word, Excel, PowerPoint, Outlook and related software such as word processors, graphics, electronic spreadsheets, database management systems, and communication systems. Must be able to communicate clearly in written and spoken English, and be capable of working with minimal or no direct supervision. Must be either a US citizen or a US permanent resident with a minimum of three (3) years legal residency in the United States. Must be able to verify with the proper documentation. Must be able to favorably pass a National Agency Check with Written Inquiries (NACI) including a FBI fingerprint check. A.
