Position: Quota Management Analyst Location: Hampton Roads, VA A. Harold and Associates, LLC is looking for experienced Quota Management Analysts to provide a continuum of learning that plans, updates and refreshes Navy personnel training, and takes advantage of modern IT tools to manage and deliver modules of learning. The contractor shall be part of a training management team and will meet the following duties, responsibilities and tasks: DUTIES AND RESPONSIBILITIES Assess, research and identify specific training routines, pipelines, logistics, and career paths to provide required training and support to military personnel Effectively and efficiently analyze, research and identify specific and unique routines and training paths in order to resolve unit and personnel training and readiness conflicts with supported commands and units Analyze, assess, and apply requirements contained in the Standard Operating Procedures (SOP) and Instructions into processes, work flows and actionable tasks. Liaison and coordinate prioritization, planning and schedules with operating and shore-based military command training management personnel. Work as a team member and attend working group meetings, training sessions and conferences as required Understand and articulate project scope and vision to align with client and contract requirements Ensure work performance meets expected deadlines and milestones Other duties and responsibilities may be assigned, as required and directed by the On-Site Manager and/or Program Manager. MINIMUM QUALIFICATIONS Education: An Associate degree in a management or training related field from a reputable and accredited college or university is required. A Bachelor’s Science/Arts degree in a management or training related field from an accredited college or university is preferred. Training and Experience: Must have a minimum of three years of documented and verifiable experience in the field of fleet training and quota distribution management, five years of relevant experience is preferred. Must be knowledgeable and have Navy Fleet Quota Distribution Management experience and be familiar with Navy travel policies, including Joint Travel Regulations (JTR), Defense Travel System (DTS) and Financial Management Regulations (FMR). Must have an in-depth understanding and working knowledge of current Navy operating forces including Type Commander, Fleet Commander, and Carrier Strike Group operational organizations, and unit/personnel training readiness requirements. Must have a working knowledge of fleet air, surface and subsurface operations, both conus-based and forward deployed, pre-deployment training requirements that support those operations, as well as military ratings and career path requirements. Must have a knowledge and working understanding of training management tools to include but not limited to Fleet Training Management and Planning System (FLTMPS), Corporate Enterprise and Training Activity Resource System (CeTARS) and Enterprise Navy Training Reservation System (eNTRS), Catalogue of Navy Training Courses (CANTRAC) Billet Based Distribution (BBD), and Joint Personnel Adjudication System (JPAS). General Skills: Possess excellent interpersonal and communication skills, detail oriented, flexible in work assignments, and work with little to no supervision. Superior time management, organizational and personnel management skills. Ensure work performance meets deadlines and milestones. Must be proficient in Microsoft Word, Excel, PowerPoint, Outlook and related software such as word processors, graphics, electronic spreadsheets, database management systems, and communication systems.
