Spectrum is seeking an Senior Program Manager to direct and oversee support for critical USAF programs. Ensures outstanding contract performance including technical, cost, and schedule leading a 100-member team assisting the USAF with their major acquisition programs portfolio. The Senior Program Manager is the primary interface with the USAF executives to ensure service and product quality and resolve issues while supervising direct technical support staff.

Job Responsibilities:

  • Plans, budgets, and staffs to respond to existing and emerging task requirements.

  • Develops Quality Assurance programs/processes, monitors prime contract, subcontracts & funding; prepares program financial performance forecasts/reports.

  • Supports Headquarters USAF corporate processes - Air Force Requirements Oversight Council (AFROCs), Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs), Acquisition Strategy Panels (ASPs), all PPBE processes and Congressional interface.

  • Recruits, interviews, hires, and trains quality staff to ensure the highest retention and fill rates required by the USAF.

Required Education, Skills, and Experience:

  • Must have an active Top Secret (w/SCI eligibility)

  • Master's degree and 20 years acquisition experience

  • At least 6 years in USAF acquisition as a Program Manager

  • DAWIA Level 2 Certified or equivalent in at least one discipline

  • Experience at 1 or more AF product centers (ESC/ASC/SMC/AFMCLMC)

  • Direct ACAT II program experience

  • Headquarters USAF/Pentagon experience

Desired Education, Skills, and Experience:

  • Active Top Secret/SCI clearance

  • 2 or more years P&L program leadership in industry desired

  • DAWIA Level 3 Certified or equivalent desired, especially in PM

  • 10 years in USAF acquisition as a Program Manager

  • ACAT I PM experience
