Raytheon Manager Program Contracts in Dulles, Virginia

Raytheon IIS Contracts requires an experienced Contracts Manager to serve in an international contracting role for the Cyber Security and Special Missions (CSM) Mission Area. The successful candidate will perform as the lead Manager, Program Contracts for the Cyber Protection Solutions sub mission area. The candidate will a portfolio containing a mixture of FMS and Direct Commercial Sale terms and conditions. This role will be based in the United States, but will require some travel to the Middle East region to maintain face-to-face presence with the various international customers and Raytheon's in-country subsidiaries. Supervisor experience is required as the candidate will manage a team of three (3) as well as support various projects full-time. This position is co-located with the project team in Dulles, Virginia. The scope of responsibilities include: Effective contract start up, serve on the program leadership team, developing negotiation strategies, conduct contract negotiations, provide governance to the program team in carrying out the terms of the contract, offering solutions to mitigate contractual/program risks, acting as a focal point of contact with the customer for all contractual matters, change management, and driving closure to contractual issues. Candidate will work in a challenging, fast-paced environment. Requirements: • Must be a U.S. Citizen and have the ability to obtain and maintain a Secret security clearance • 10+ years of professional contracts or related experience • Ability to work within a team and foster trust from both external and internal customers • Extensive experience with Direct Commercial Sale and Foreign Military Sale (U.S. Department of Defense),international contracting • Understanding of ITAR and export licensing • Experience in change management and leading negotiations • Extensive experience researching compliance issues, applicable regulations and laws as well as developing solutions and offering innovative solutions to unusual and complex contracting issues • Proven ability to interpret and comply with Company Policies and Procedures • Effective communicator; strong analytical skills; strong interpersonal skills; excellent written and verbal communication skills with both external customers and internal senior level management • Ability to work with all levels across functional organizations within the company and the Government to maximize performance, creativity, problem solving, and results and takes the initiative to handle complex administrative and contractual problems • Highly motivated and organized; customer-focused; positive and enthusiastic attitude; ability to work independently with minimal oversight Desired Skills: • Experience in a Supervisory role • Experience with competitive pursuits • Experience living and/or working in foreign countries • Experience working with United States Air Force, particularly the Logistics Command Management Center (LCMC) • Experience administering various contract types and Foreign Military Sale (U.S. Department of Defense) • Possess at least a SECRET level U.S. security clearance highly preferred • Experience with being the customer interface and demonstrated success in building strong customer relationships • Strong business acumen with the ability to clearly recognize risk elements in business transactions • NCMA/IACCM Certification Required Education (including Major): • BS/BA in Business Administration, Contracts, or related emphasis or equivalent combination of education or experience (Bachelor Degree = 8 years of additional applicable experience.
